You land, wait at the carousel, and your bag comes out with the zip open and your things rummaged through. Nobody tells you who opened it. Stories like this spread widely on Thai social media in late October 2026, and many travellers worried that something might have been slipped into their luggage.

This article separates what the new rule actually allows, who to report to if your bag is opened, and how far travel insurance helps.

What is the new checked-baggage rule, and when did it start?

Short answer: From 16 October 2026, the Civil Aviation Authority of Thailand (CAAT) allows security staff to open checked baggage without the owner present, but only when there is reasonable suspicion of prohibited items or anything dangerous to the flight. Not every bag is opened. Every inspection is recorded on camera for later review, and a Notice of Baggage Inspection is placed inside the bag.

No notice in your bag does not prove it was never opened. CAAT notes that similar checks exist at many airports worldwide and can happen at the origin, transit or destination airport.

The case in the news: who opened the bag?

A passenger flew from Suvarnabhumi to Chongqing on 19 October 2026 and found the bag had been searched. On 21 October 2026, Suvarnabhumi Airport said it had checked its baggage screening system, work logs and CCTV, and found no airport security staff opened that bag.

The airport added that after screening, moving, sorting and loading bags is the job of the airline and the ground handler it hires. The cause of the opening still needs information from other parties.

Bag opened or items missing: who do you report to?

CAAT advises contacting the airline, because the airline is responsible for checked baggage throughout the journey. Do these in order:

  1. Take photos and video as soon as you collect the bag, before leaving the baggage hall. Keep your bag tag and boarding pass.
  2. Check the contents for anything missing, damaged, or not yours. If you find something that isn't yours, don't remove it or carry it out; tell an officer on the spot.
  3. Report at the airline's baggage counter at the arrival airport and ask for a written report. Do it before leaving the airport, as airlines set time limits for claims.
  4. File a police report. The airport says it can be used as supporting evidence.
  5. Notify your travel insurer if your plan covers baggage, and keep every document for the claim.

What kind of lock should you use?

CAAT recommends a TSA Lock, which security staff can open with a special tool without damaging the bag. News reports on the new rule say that if staff cannot open a bag, they may break the lock, and no compensation is paid.

Two more things reduce the chance of your bag being opened and limit any loss:

  • Never put a power bank in checked baggage.
  • Keep cash, jewellery and important documents in your carry-on, because checked bags pass through many hands before reaching you.

How much does travel insurance pay for lost baggage?

Not every travel plan covers baggage. Entry-level and visa-only plans often leave it out. The table compares baggage cover on travel plans available through PrakanThai.com (data as of 14–15 October 2026).

ProductBaggage loss or damageNotes
Bangkok Insurance Overseas TravelPlans 2/3/4: 10,000 / 20,000 / 30,000 THBPlan 1 has none · max 5,000 per item · baggage delay 2,000 THB per full 6 hrs
Asian Delight (Asia trips)10,000 THB, actual lossNo baggage delay cover
Travel Sabai5,000–70,000 THB by planSabai plan has none · max 5,000 per item
MSIG Travel Easy Plus15,000–60,000 THB by planEasy VISA has none · max 5,000 per item or pair · 1,000 THB excess per event

Worked example: lost bag with an 18,000-baht camera

Say you chose Plan 3 of Bangkok Insurance Overseas Travel: baggage limit 20,000 THB, capped at 5,000 THB per item. The bag held three items.

ItemValueAmount counted (max 5,000 each)
Camera18,000 THB5,000 THB
Jacket4,000 THB4,000 THB
Shoes3,000 THB3,000 THB
Total 5,000 + 4,000 + 3,000 = 12,000 THB

12,000 THB is within the 20,000 THB limit. This is an illustration only; the actual payout depends on policy conditions, documents and the insurer's assessment.

A single expensive item such as a camera or laptop will always hit the per-item cap before the total limit, so carry it on board.

Frequently asked questions

Do officers open every checked bag?

No. Only when the scanner shows something abnormal or there is reasonable suspicion of prohibited items.

How do I know my bag was opened under the new rule?

Officers place a Notice of Baggage Inspection inside and record the inspection on camera. If there is no notice, report to the airline so the whole route can be checked.

If my lock is cut during inspection, do I get compensation?

According to news reports on the new rule, no compensation is paid if officers cannot open the bag and must break the lock. A TSA Lock reduces this risk.

Who is responsible for my bag while it is loaded?

The airline and its contracted ground handler move, sort and load checked bags.

Does every travel insurance plan cover lost baggage?

No. For example, Bangkok Insurance Plan 1, the Travel Sabai "Sabai" plan and MSIG Easy VISA have no baggage cover.

Can I claim the full limit for several valuable items?

Each plan caps payment per item, e.g. 5,000 THB, so one expensive item is paid only up to that cap.

Can I put a power bank in checked baggage?

No. CAAT does not allow power banks in checked baggage.
